There are two UI designers for Gtk+ and gtkmm: Glade and Gideon

• Glade
• Works with both Gtk+ and gtkmm
• Part of the Gtk+ suite of tools
• A little clunky, but works
• Extra steps to work with C++
• Gideon http://gideon-designer.blogspot.com/
• Designed for gtkmm, so C++ is its target
• Nice design, easy to use
