Might be a GUI tool somewhere, but otherwise, as "root" run the command:

  date -s 12:34p

for example.  (It's pretty liberal as to what formats of text it can
understand and turn into time.)

The command "hwclock" can write the system time into your BIOS clock.
I forget the exact syntax.. check the man page. :)
