Yes; but this isn't a job post, it's a job-wanted post.

Also, the list is for LUGOD, so the assumption is that it should be
related in some way to the Linux Users Group of Davis. But there's
really little reason an outsider should know that, if phe arrived at the
list info page from outside, so maybe Bill Kendrick can clarify that on
the list-info page?

To complicate matters, I think LUGOD decided it wants job posts even
when they're not local (though they're less relevant to most people than
local ones are); but I don't think a job-wanted ad from someone on the
east coast will be relevant to this list's readership.
